2008 SCOTLAND COUNTY SPEEDWAY HORNET RULES
ARTICLE 1: GENERAL RULES
1. Track rules shall apply at all events. All participants are subject to the rules of the track and are expected to know the
rules. An expressed ignorance of track rules by any participant will not be recognized as a valid argument for failure to
comply with the track rules.
2. Approval of any racecar by an official shall mean that the racecar is approved for participation in the event and shall not
be construed in any way to mean that the inspected vehicle is guaranteed to be mechanically sound or safe. Be it further
declared that officials and or the track shall not be liable for any mechanical failure, nor for any losses, injuries or death
resulting from the same.
3. CONDUCT:
A. Participants will conduct themselves as professionals. Any unsportsmanlike conduct by a participant shall be grounds for
disqualification and/or punitive action by the track. This will be strictly enforced.
B. Drivers are responsible for the conduct and actions of their car owners, crew members, sponsors and family members.
C. Absolutely no alcoholic beverages or other illegal chemical substance may be consumed by a driver prior to, or during
an event. The duration of the event shall also include all support class events run as a part of the overall program. The
use, sale or distribution of illegal drugs at any time shall be cause for immediate and indefinite suspension.
D. Any participant who defies or violates the intent or spirit of the track rules shall be considered to have engaged in
unsportsmanlike conduct and shall be dealt with accordingly and swiftly by the track.
4. All drivers must be at least fourteen (14) years old of age (proof of age required). Drivers under eighteen (18) years of
age are required to have a signed and notarized Parental Consent Form. The Parent Consent Form must be signed by a
parent or legal guardian, and must be received by the track official in charge of registrations, prior to participation of the
driver in any event.
5. The track may require any driver to undergo a physical examination by a licensed health care provider prior to being
allowed to participate in any event.
6. No equipment or racecar will be considered as having been approved by reason of having passed through inspection
unobserved.
7. All racecars must be able to join the race on demand and unassisted, or must go to the rear of the lineup for the start of
the race.
8. The track reserves the right to add to, delete, supersede or modify any rule, exhibit or drawing that the track deems
necessary for the conduct of events and or safety of participants. All amendments are affective on the date of publication
by the track regardless of when a person subject to the rules receives actual notice of the amendment.
9. Every driver must inspect the racing surface and the track area to learn of any obstructions or other defects which, in the
driver's opinion, presents an unsafe condition for competition. The driver shall report any unsafe condition in writing to an
official. Any driver that competes in an event is considered to have inspected the track surface and surrounding perimeter
to determine that all conditions are satisfactory. If the driver does not feel that the conditions are satisfactory, the driver
should not compete in the event. The driver further acknowledges that he or she is aware that auto racing involves risk,
and that by competing in an event, the driver assumes these risks with full awareness and responsibility.
10. All drivers are responsible for registering their racecar for each event in order to ensure their respective starting
position in each event.
11. The track and/or promoter reserve the right to refuse to accept the entry of any racecare or participant. Furthermore,
the track and/or promoter reserves the right to revoke or cancel any entry, or any participant's claimed right to be on the
racetrack's premises, if it is determined that a participant's presence or conduct is not in the best interest of the sport of
auto racing, other participant's, spectators, track management and/or employees of the track.
12. Lighted signaling devices, hand signals or any other equipment or methods used for communication during an event
between a non-competing participant and a driver is not allowed.
13. Radios and any other devices used for transmitting or listening are not allowed on the racecar. Exception: Officials may
require drivers to utilize a one-way radio to enable audio communication from officials to drivers. Furthermore, racecars
may be fitted with a timing transponder as supplied by officials.
14. No computers allowed on the racecar, including, but not limited to, electronic traction control devices. Any driver found
to be using traction control will be subject to a minimum fine of $5,000 and a lifetime suspension from all events.
15. Each driver must have a valid track registration card to compete in any event.
16. TECHNICAL INSPECTIONS:
A. For all track classes at all events, either the top four (4) finishers in the main event or the top three (3) finishers in the
main event and one (1) randomly selected racecar will be required to report to a designated tech area following the main
event, where mandatory and varied post-race technical inspections will be required to take place.
B. The track will have a technical inspector at each event.
C. At the discretion of the official(s) overseeing an event, any participant may be disqualified by the official(s) for violation of
any track rule and/or equipment or action(s) deemed to be hazardous to other participants or officials.
D. All racecars are subject to inspection by an official at any time. Any driver whom refuses to allow any inspection by an
official, or terminates an inspection in progress, shall be subject to a fine of two-thousand dollars ($2,000), suspension from
all track events for fourteen (14) days, loss of all points earned to-date for the current season and forfeiture of all cash
and/or awards earned at the event.
E. Any illegal part discovered through inspection shall be confiscated by an official and forfeited by the driver. For first
infraction, driver discovered to be using illegal parts of any kind shall be subject to a fine of two-thousand dollars ($2,000),
suspension from all track events for fourteen (14) days, loss of all points earned to-date for the current season and
forfeiture of all cash and or awards at the event. For the second infraction, driver discovered to be using illegal parts of any
kind shall be subject to a fine of five-thousand ($5,000), suspension from all track events for one (1) year, loss of all points
earned to-date for the current season and forfeiture of all cash and/or awards earned at the event. Confiscated parts will be
sent to manufacturer for inspection. Failure by the driver to surrender any illegal parts for confiscation shall result in a
separate penalty, in addition to other applicable penalties under this rule.
F. The overall weight of the racecar shall be measured at the conclusion of an event with the driver in the cockpit, wearing
complete racing apparel.
G. All measurements must be made while the racecar is stationary on a flat horizontal surface.
17. Decisions of the track are final and binding without exception.
18. These rules have been set by the track and are subject to change without notice. All changes will be made available to
drivers at the racetrack and/or announced at drivers meeting. Also will be posted on website.
ARTICLE 2: POINTS SYSTEM
1. Registered drivers competing for points are eligible to receive track points.
2. Track points will be awarded to each driver in the main event as follows: 1. 100 pts, 2. 95 pts, 3. 91 pts, 4. 87 pts, 5. 84
pts, 6. 81 pts, 7. 78 pts, 8. 76 pts, 9. 74 pts, 10. 72 pts, 11. 70 pts, 12. 68 pts, 13. 66 pts, 14. 64 pts, 15. 62 pts, 16. 60 pts,
17. 58 pts, 18. 56 pts, 19. 55 pts, 20. 54 pts, 21. 53 pts, 22. 52 pts, 23. 51 pts. All other drivers that start the main event
and finish below 23rd are awarded 50 points. All drivers that fail to qualify for the main event are awarded 45 points.
ARTICLE 3: BODY
1. Any 4 cylinder car or truck with a complete stock body, suspension and frame.
2. No all wheel drive or four wheel drive cars or trucks.
3. Maximum wheelbase - cars 105 inches, trucks 108 inches.
4. All glass, mirrors and lenses must be removed.
5. Steering column, brake pedal and gas pedal must remain in stock position for each make and model.
6. Car horn must be in working order.
7. Hood insulation must be removed.
8. Car numbers must be legible on both sides and top of car with colors that contrast to the color of the car. Must be 4"
thick and at least 18" high on the side. Numbers on the top must be 4" thick and 18" high.
9. Exhaust must be 1 single pipe that runs from the engine and exits at least past the driver's seat with no holes or leaks.
10. No posi-track, locked rear ends or front differentials allowed. Must be stock transmission and rear end for the make and
model to the car.
11. No additional weight or ballast can be added to the car.
12. All 4 brakes must be operable.
13. Car must start under its own power.
14. Drive shaft (if equipped) must be painted white. Must have a drive shaft loop mounted 6" behind the front u-joints made
of 1/4" x 2" plate steel.
15. No extra bracing to be added to the stock body and suspension.
ARTICLE 4: ROLL CAGE
1. All bars used in the cage must be constructed of minimum 1 3/4" diameter x .095 thickness tubing.
2. Must be a 4 post roll cage.
3. Must be mounted to the frame/unibody with plates.
4. Must have a "loop/hoop" at the top of the post connecting all 4 posts and also fastens to the roof of the car.
5. Loop/hoop must have at least one cross bar located near the center of the loop.
6. No bars from the roll cage shall pass thru the front of the firewall.
7. Roll cage must have at least one horizontal bar behind the driver's seat to secure seat belts.
8. Rear support bracing bars are not to be mounted any further back than the front of the rear wheels.
9. Driver's door must have at least 3 protection bars.
10. Passenger side must have at least 1 protection bar.
11. Windshield opening must have at least 4 protection bars (3/8" diameter min.) along with a mud screen in front of the
driver.
12. Driver's door may have a piece of plate steel, 1/2" thick x 4" high. Not to extend more than 6" either side of the door
opening. It may be welded or bolted to the outside of the car door level with the height of the bumper.
13. All doors may be welded shut.
ARTICLE 5: ELECTRICAL SYSTEM
1. Battery may be relocated from stock position to inside the cockpit but must be placed in a steel container securely
fastened.
ARTICLE 6: FUEL SYSTEM
1. Pump gas only.
2. Gas tanks may remain stock and in stock position (maximum of 1/2 tank of gas).
3. If stock tank is removed, a boat tank or approved fuel cell(max. 12 gallons) must be used and securely mounted in the
trunk area. Also must be covered.
4. Check valve on the tanks is recommended.
5. One stock carburetor or one throttle body or multi port fuel injection systems only.
6. Must be stock for that make and model.
7. No turbo chargers or super chargers allowed.
8. No forced air induction of any kind.
ARTICLE 7: TIRES AND WHEELS
1. Stock passenger tires only. No wider than a 60 series tire. No low profile tires. No directional tires. Minimum air pressure
of 30 lbs. psi.
2. Front tires must be the same size.
3. Rear tires must be the same size.
4. Wheels must be factory OEM type (steel or aluminum) maximum width of 6".
5. No aftermarket or racing wheels will be allowed.
ARTICLE 8: SAFETY
1. Driver must use a full face SA2000 or SA2005 helmet only.
2. Must be equipped with an approved racing seat.
3. Must have a 5 point racing seat belt harness.
4. Must have a window net.
5. Must have a fire resistant driving suit and fire resistant gloves and neck brace.
ARTICLE 9: CLAIM
1. $400 Claim or a $200 exchange, (seller's choice) will be in effect for the top 4 finishers of the feature race.
2. To make a claim a driver must have raced the 2 previous point's races and may make a claim on the 3rd point's race.
Must finish on the lead lap of the feature event.
3. Any driver wanting to make a claim must drive their car under its own power to the tech area within 5 minutes of the
finish of the feature and state their claim to the tech official and present their $400 cash. The tech official will then inform
the driver being claimed and that driver will have 5 minutes to respond to sell, exchange or refuse claim.
4. Refusal of a claim will result in the loss of prize money and points for that event. Additionally the loss of season points
along with a racing suspension for 2 calendar weeks.
5. A driver may not claim another driver more than once per racing season.
6. Track promoter has the right to claim any car finishing in the top 4 positions.
7. A driver's claim takes precedence over a promoter's claim.
8. If 2 driver's claim the same car, the tech official will draw to see which driver gets the claiming rights.
9. The battery, racing seat, seat belts and window net do not go with the claim.
